Democrat Barbara Shanklin has been elected president of the Louisville Metro Council after a voting process that included 100 ballots and ended shortly before 2:00am Tuesday.
The deadlock between Shanklin and Republican incumbent president Kelly Downard ended when Democrat George Melton, who supported Downard, changed his vote and gave Shanklin the 14 votes needed to win.
Shanklin is the third Metro Council president and the first African-American and woman to hold the seat.
