
- "In 2006, state Rep. John Will Stacy, D-West Liberty, helped authorize $13 million in the state budget to build a new Rowan County Judicial Center in Morehead. In 2008, local construction company Packs’ Inc. was assigned to manage the project, in partnership with Alliance Corp. of Glasgow. Also in 2008, Stacy first disclosed he was employed by Packs’ in a paid job that he held for at least the next three years and may still hold, according to his annual legislative financial disclosures. - "During the height of the city's budget crisis, Louisville’s former Neighborhoods director fabricated invoices and funneled money through production companies to protect funding for popular events such as Light Up Louisville, the Mayor's Hike and Bike and World Fest, according to a Louisville police investigation. Melissa Mershon led the department under Mayor Jerry Abramson. Police found that in 2008 and 2009she had checks for tens of thousands of dollars sent to companies involved in producing the festivals and events, then directed those companies to pay people who were working under contract for the city" [Courier-Journal]
